Pretend for a moment that skill point scrolls don't exist. Also pretend you don't get more skill points after you hit 80. What's left -- each level on the way to 80, and skill challenges -- are how you get hero points. (If you're already level 80 and you have done skill challenges, those should automatically convert to hero points for you.) To actually accomplish something with this, it seems like you'd need to either buy a lot of them or manually unlock most of the Hero Points on that character - using a few scrolls for the difficult/undesirable ones. Either way it costs you something to properly make use of these. To me, we already have way point unlocks, and level 80 boosts. Hero Challenge items that are consumed for Hero points. Note that elite specs require 250 hero points each and the Hero Points locations in the expansions give 10 hero points each. I recommend doing the HoT hero points in a train with others as they’re pretty hard to solo. Trains run often after reset and over the weekend, they require basic gliding and a raptor mount
You get a set number of hero points for leveling to 80 so if you use tomes to level or a booster to get to level 80, you'll have the same number of hero points at the end. In other words, using tomes then a level 80 boost won't change the final number of hero points given for getting to level 80. You'll be using the tomes and getting nothing LRhz.
